What it takes to get in

Moving between the two
Crossing between Engineering and Trades means rebuilding credentials and network from close to zero — the day-to-day skills do not carry, and neither does the résumé. Structural, environmental, and transportation engineers rotate between civil subspecialties easily; entry without the accredited degree is not possible. Military electricians and low-voltage/cable techs transfer in easily via credit toward apprenticeship hours; unrelated trades must start the apprenticeship from zero.
If you are entering rather than switching: Civil Engineer — Earn an ABET-accredited bachelor's in civil engineering, pass the FE exam, work 4 years under a licensed PE, then pass the PE exam to sign plans independently. Electrician — Complete a 4-5 year IBEW or non-union apprenticeship combining paid on-the-job training with classroom instruction, then pass the state journeyman licensing exam.
